Accessibility statement

This accessibility statement applies to Cyber Security Hub.

This website is run by the Department for Education. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We've also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

Compliance status

This website is partially compliant with the WCAG (Web Content Accessibility Guidelines) version 2.2 AA standard, due to the following non-compliances (and/or) the following exemptions.

Non-accessible content

The content is non-accessible for the following reason(s):

  • PDF Metadata not Set: Across all tested documents, essential PDF metadata is incomplete. Specifically, the required PDF/UA identifier is not set, which may affect how assistive technologies interpret and interact with the documents. It is expected that all PDFs include correct metadata: such as a valid title, defined document language, and a PDF/UA identifier - to ensure full accessibility support. (WCAG: 4.1.2)
  • PDF Tab Order is Not Logical (Sequence): The reading order in the document tag tree does not match the visual order of the content. For example, in the Cyber Security: What You Need to Know and Do document, a list appears earlier in the tag tree than the sentence that visually precedes it. This inconsistency can confuse screen‑reader and keyboard‑only users, who expect content to be presented in a logical sequence. All document elements should follow the correct reading order to ensure predictable navigation for assistive‑technology users. (WCAG: 2.4.3)
  • PDF Links Objects Not Within Link Tags: Link objects are present in the documents but are not correctly contained within Link tags. Without proper Link tagging, screen readers and other assistive technologies may be unable to identify or activate these links reliably. All link objects should be correctly nested within Link tags so users who rely on assistive technology can access and navigate them as intended. (WCAG: 2.4.4)
  • PDF Incorrect Heading Structure: Several documents contain incorrect heading hierarchies, with skipped or missing heading levels that break the logical structure expected in accessible documents. Properly nested headings are essential for screen‑reader users, who rely on heading navigation to understand and move through the document. Issues were identified in the Case Study, What You Need to Know and Do, and Respond to a Live Attack documents, where multiple heading levels (such as H2–H5) were missing or out of sequence. All documents should use a consistent, logical hierarchy beginning with an H1, ensuring that every section is properly represented and easily navigable. (WCAG: 2.4.1)
  • PDF Headings are Present Without Bookmarks: Bookmarks are missing across all documents, meaning screen‑reader users cannot easily navigate between sections. Bookmarks should be created for each main heading so that users can quickly move through the document structure. Without them, navigation becomes significantly more difficult for people relying on assistive technologies. (WCAG: 2.4.1)
  • PDF Informative Images Lack Alternative Text: Some informative images, including logos, do not contain appropriate alternative text. While GOV.UK publishing guidance advises leaving alt text empty and describing images within body content for pages on the GOV.UK publishing platform, this rule does not apply to services or standalone digital products. Under WCAG and service‑team accessibility guidance, informative images such as logos must include meaningful alt text so that screen‑reader users can understand their purpose. For example, on the Respond to a Live Attack document, the logo image contains no alt text, meaning screen‑reader users may receive no useful information about the image. This does not meet WCAG requirements for providing text alternatives for non‑text content. (WCAG: 1.1.1)
