The Department for Education is committed to making its websites accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the WCAG (Web Content Accessibility Guidelines) version 2.2 AA standard, due to the following non-compliances (and/or) the following exemptions.

Non-accessible content

The content is non-accessible for the following reason(s):

  • Some interactive elements do not have proper ARIA attributes: Incorrect ARIA Attributes. Document upload check-list is within a table.

Table has role="presentation" which signals to assistive technologies (like screen readers) that the element and its child elements are purely for presentational purposes and do not convey any semantic meaning.

For layout purposes, CSS-based layouts should be used. (WCAG: 4.1.2)

  • Error suggestions not clear: Helpful suggestions not provided and error messages to not confirm to GDS standards. For example, when submitting an email did not recognise non-conformance of email patterns, no guidance given on file format or size for photo and document upload.

Should suggest format type and size for documents, and photos to be uploaded. (WCAG: 3.3.3)

  • Tab focus not in expected order: The tab focus does not move in an expected order and does skip some tabs for example, School details on screen 1/11 (WCAG: 3.2.1)
  • Target sizes are too small: Check boxes on the check list (screen 11/11) do not meet minimum requirements of 24 x 24 pixels - they have been measured at 14x16 pixels using Chrome Pixel Measurement extension. Radio buttons on photos and uploads are 15 x 10 pixels (WCAG: 2.5.8)
  • Headings are not descriptive: Headings and labels are mostly descriptive and indicate their purpose, except for:

6/11 Summary section - too vague 8/11 General section - too vague (WCAG: 2.4.6)

  • Sometimes the navigation order does not make sense: Inconsistent tabbing (to non-interactive elements). Confusing when tabbing / use of screen reader (WCAG: 2.4.3)
  • Missing title: Application list does not have a H1 (WCAG: 2.4.2)
  • Cannot skip repeated content: Does not have "skip to main content" that displayed at the top of the page (WCAG: 2.4.1)
  • Missing focus: When using the tab, the following focus was missed: Screen 1/11 - school field Screen 4/11 - Type of application Screen 6/11 - School name Screen 11/11 - checklist (WCAG: 2.1.2)
  • Screen reader does not read out all label names: Screen reader is only picking up some text and is reading out the visible label names. WCAG 2.5.3 Label in Name
  • Operating by keyboard: When tabbing with a keyboard, the following fields were missed:

Screen 1/11 - School field Screen 4/11 - Type of application Screen 6/11 - School name Screen 11/11 - Checklist (WCAG: 2.1.1)

  • Check the instructions do not rely on location: There is a location instruction that should be removed on 11/11 screen use of the instructions that include the word 'here'. "Please upload your documents here. " and "Please highlight them here." (WCAG: 1.3.3)
  • Empty H2 heading tags: Proper use of headings. H1 headings exist, but what follows are empty H2 headings and after that there are H4 headings that mean these are not in logical order. (WCAG: 1.3.1)
  • Sign-in image has no alt attribute: Sign-in image has no alt attribute. Should remove as it has no value. (WCAG: 1.1.1)
